Permasalahan klasik agribisnis (pertanian, perkebunan, perikanan) di Indonesia hingga saat ini adalah jatuhnya harga komoditas pada saat panen raya, akibat pola tanam/pola panen yang seragam serta ketiadaan fasilitas gudang yang memadai. Para petani-pekebun-nelayan kecil pada saat itu banyak yang mengalami kesulitan biaya, sehingga sering menjadi sasaran eksploitasi tengkulak dan rentenir. Pemerintah dan DPR mencoba mengatasi permasalahan tersebut antara lain dengan membangun Sistem Resi Gudang (Warehouse Receipt System) dengan menerbitkan UU No. 9 Tahun 2006 tentang Sistem Resi Gudang beserta peraturan pelaksananya, yaitu PP No. 36 Tahun 2007, Permendag No. 26 Tahun 2007, dan Peraturan Kepala Bappebti. Bank Indonesia juga menerbitkan PBI No. 9 Tahun 2007 yang isinya antara lain mengatur penggunaan Resi Gudang sebagai salah satu agunan kredit. Penerapan Sistem Resi Gudang dengan baik diharapkan dapat mendorong kemajuan usaha agribisnis, serta dapat meningkatkan kemandirian dan kesejahteraan petani-pekebun-nelayan kecil di seluruh Indonesia.
Evaluation for Participation and Sustainability in Planning

Planning evaluation is required to establish the success of planning interventions – both of physical developments and new approaches. Yet this should not be a task undertaken purely by professionals without participation by those affected by the process and outcomes of the projects. This book provides case studies and advice on how to balance conservation with economic growth, the cost effectiveness of plans alongside the effects upon the community and the importance of engaging with all stakeholders involved in a project.
