It also applies to all Department of the Army Civilian employees, non-appropriated fund employees, Youth/Student Assistant Program employees, foreign nationals directly and indirectly employed by Department of the Army, and contractor personnel, where stated, operating Army vehicles and equipment. This regulation is applicable during full mobilization.
