Understanding patient experiences of care is critical for improving high-quality integrated people-centred care and overall health system performance. Patient-reported experience measures (PREMs) assess aspects of health care delivery that patients value when they seek and receive care. PREMs are essential to providing a complete picture of health care quality, and are key to inform the planning, delivery and quality improvement of integrated health services, while strengthening community engagement and empowerment. Despite their importance, PREMs still represent an undermeasured area of health service delivery across the health system. WHO’s Patient-reported experiences in primary care: metrics and assessment tool, reference version, provides a reference list of standard PREMs and a questionnaire to support countries to assess the quality of primary care, based on patient experiences. This document comprises the complete ‘reference version’ of the metrics and assessment tool with strongest measurement properties. It captures 34 indicators to robustly assess 8 domains of patient experience: first-contact accessibility; continuity; comprehensiveness; coordination; people-centredness; professional competence; care planning; and overall experience. The tool can be implemented through either face-to-face or telephone patient interviews. Please note a ‘rapid version’ of the assessment tool and guidance for implementing the assessment are also available.
