This proposed new method is in addition to those other methods by which television service is currently provided. The purpose of this paper is: to solicit public comment on a proposed use of broadcasting spectrum for local transmission of multiple broadcast signals; to present for comment a proposed set of authorization guidelines for these non-protected, low power, multi-channel local transmission broadcasting systems using a block of UHF television channels or, in certain cases, selected VHF channels; to announce the immediate application of the criteria proposed in this paper on an interim basis subject to confirmation as a result of this review"--Purpose.
