The blue economy is a major driver of urban and regional development, creating millions of local jobs in water-dependent sectors such as fisheries, tourism, and shipping. However, it can also contribute to carbon emissions and ecosystem degradation, while its reliance on freshwater, coastal and marine ecosystems exposes it to the impacts of climate change. As the places where the blue economy takes place, creates value and provides jobs, cities and regions play a key role in unlocking the potential of a resilient blue economy that preserves the ecosystems that sustain it. Building on a global survey of 80+ cities, regions and basins, this report highlights the costs and benefits of the blue economy at subnational level, shedding light on the link between the blue economy and water security. This analysis provides an overview of the multi-level governance of the blue economy and related gaps. It calls on cities and regions to develop resilient, inclusive, sustainable and circular (RISC-proof) blue economies by establishing the right governance conditions related to policy making, policy coherence and policy implementation. The report concludes with a RISC Assessment Framework that offers a self-evaluation tool for subnational governments.

Many nations around the world have established or are in the process of developing Blue Economy strategies so that marine management and economies can help achieve the UN Sustainable Development Goals. Interest in a Blue Economy has also been heightened through a strategic lens of post-COVID-19 economic recovery. The promise of a "Blue Economy" includes interests in delivering large-scale environmental protection alongside economic growth, revitalizing coastal communities, and development planning with coastal communities. Any national Blue Economy plan will need to occur alongside other national priorities and through national institutions and capacities. Learning from national cases can help inform the development of Blue Economy strategies and ocean-related sustainable development policies around the world. Marine sustainable development is a topic that has gained much attention given the multiple competing uses in marine spaces and transboundary issues of marine use, in addition to the emergence of new industries. While rich literature is being developed to help scope the Blue Economy broadly, there is a relative paucity of literature from the existing and emerging Blue Economy plans around the world. That is, there is much to learn from the early planning and implementation of Blue Economy strategies from specific countries and regions where broad theories and frameworks are tested and adapted. This Research Topic will catalyse greater attention to studying Blue Economy through the lens of national contexts.
