Permasalahan komunikasi sering terjadi didalam didalam dunia pemerintahan. permasalahanyang sering muncul adalah permasalahan yang terkait dengan prosedur komunikasi birokrasi. Hubunganhubungan yang terjadi antara pejabat negara dengan pegawai ASN (Aparataur Sipil Negara), seringkali menciptakan loyalitas yang pasang surut dalam suatu lingkup pemerintahan. Periode suatu pemerintahan yang biasanya berganti setiap lima tahunan, bisa menjadi alasan dan dasar pemikiran sebagai pembenar bagi oknum-oknum ASN untuk tidak seratus persen loyal kepada pimpinan pejabat pemerintah pada suatu periode di suatu wilayah. Kondisi demikian mungkin tidak hanya terjadi di daerah-daerah tetapi juga sangat mungkin terjadi dir tingkat pusat, yakni dari kepemimpinan seorang presiden hingga bupati atau walikota, bahkan sampai pada kepala desa sekalipun.
