This is the first edition of the Army HARDMAN Comparability Analysis Methodology Guide. Volume three is requirements analysis. HARDMAN is a structured approach to the determination of the Manpower, Personnel and Training (MPT) requirments of a weapon system in the earliest phases of its development. The basic analytic approach is comparability analysis, that is, the use of knowledge about similar existing systems to project the MPT requirements of proposed (new) systems. The Army HARDMAN Methodology Guide attempts to satisfy the requirements of the Army by (1) providing details of analytic procedures to a level which permits analysts to execute the HARDMAN Methodology in an actual operational environment. (2) providing a stand-alone guide with maximum flexibility to appeal to different types of users, (3) incorporating field-tested procedures which have proven to relfect actual MPT costs, (4) incorporating lessons learned with the Army data environment to reflect the real constraints in that area and (5) contributing to the Logistics Support analysis performed in accordance with MIL-STD-1388-1A (Logistics Support Analysis Data Element Definitions).
