Pakistan, which since 9/11 has come to be seen as one of the world’s most dangerous places and has been referred to as “the epicenter of international terrorism,” faces an acute counterterrorism (CT) challenge. The book focuses on violence being perpetrated against the Pakistani state by Islamist groups and how Pakistan can address these challenges, concentrating not only on military aspects but on the often-ignored political, legal, law enforcement, financial, and technological facets of the challenge. Edited by Moeed Yusuf of the US Institute of Peace, and featuring the contributions and insights of Pakistani policy practitioners and scholars as well as international specialists with deep expertise in the region, the volume explores the current debate surrounding Pakistan’s ability—and incentives—to crack down on Islamist terrorism and provides an in-depth examination of the multiple facets of this existential threat confronting the Pakistani state and people. The Changing Dynamics of Civil Military Relations in Pakistan offers a unique insiders’ perspective on the political climate in the country, presenting the challenges established in boundaries of interaction between the state and its military. This book argues that the prospects of another military coup in Pakistan are minimal because of the military extending its presence in the civil arenas and thus discovering new avenues of concretising its hegemony. Based on primary data sources in the form of interviews with senior military personnel, civil bureaucrats and other relevant technocrats and using military and government publications to verify their claims, the author discusses the military’s previous takeovers and future plans from a defense point of view. The book uncovers how the military has created a space and rationale for itself in non-defense sectors. Providing a first-hand account of why and how the military extends itself beyond proscribed fields of responsibility and their expected outcomes, the book also provides a theoretical context to the military’s hegemonic status using literature on civil military relations in general and Pakistan in particular. The book uses Pakistan as a case study to show how civil military imbalances in the world over can be re-evaluated. It will be of interest to researchers studying political science, public policy, peace and security studies, governance and institutions, law and South Asian Studies.
Development Challenges Confronting Pakistan
The global scholarly community concerned with development and social transformation has identified explicit "structural impediments" that constrain countries’ efforts to alleviate poverty and promote sustainable social development. The UNDP, in launching its Millennium Development Goals, contends that there are practical, proven solutions to breaking out of the poverty traps that entangle poor countries. In Pakistan, there has been limited substantive research conducted to identify the unique blend of structural impediments to development that prevail in the country today. Indeed, Pakistan’s prospects to promote viable, sustainable social development appear bleaker today than a decade ago. Development Challenges Confronting Pakistan seeks to rectify this void by bringing together scholars and practitioners—many of them from Pakistan—to provide a scholarly understanding of the structural impediments, or barriers, that have negative effects on Pakistan’s ability to eliminate poverty, promote social justice and implement policies to promote equity. This book will be an essential tool for analysis, study and practice. Its publication is indeed a major event in South Asian scholarship.
