The Fragility of the 'Failed State' Paradigm
The absence of effective government, one of the most important issues in current international law, became prominent with the failed state concept at the beginning of the 1990s. Public international law, however, lacked sufficient legal means to deal with the phenomenon. Neither attempts at state reconstruction in countries such as Afghanistan and Somalia on the legal basis of Chapter VII of the UN Charter nor economic liberalisation have addressed fundamental social and economic problems. This work investigates the weaknesses of the failed state paradigm as a long-term solution for international peace and security, arguing that the solution to the absence of effective government can be found only in an economic and social approach and a true universalisation of international law.
Language in a Failed State
This book examines public, political and media discourse in the context of failed states using Lebanon, a country torn by wars and political-financial corruption, as a contemporary case study. Using critical discourse analysis (CDA), the author brings political and economic theories into dialogue with socio-linguistics to argue that public discourse in a failed state not only plays a role in that collapse but is a key presenting symptom of social disintegration. Through CDA, the book makes this phenomenon visible, and contributes to existing definitions of the concept “failed” or “fragile” state. In addition, the qualitative data and analysis provided offer a tool to assess a state’s vulnerability to collapse. The book also expands the sociolinguistic model to eavesdrop on the zeitgeist of the nation in order to examine the degrees of social cohesion, sectarianism and bonding. This book will be of interest to discourse analysts, journalists, politicians, policy-makers, and economists.
Weak and Failing States
Although long a component of U.S. foreign policy, strengthening weak and failing states has increasingly emerged as a high-priority U.S. national security goal since the end of the Cold War. The threats from these states include: providing safe havens for terrorists, organized crime, and other illicit groups; causing conflict, regional instability, and humanitarian emergencies; and undermining efforts to promote democracy, good governance, and economic sustainability. This report: (1) Provides definitions of weak states and describes the links between weak states, U.S. national security, and development challenges; (2) Surveys recent key U.S. programs and initiatives designed to address threats emanating from weak states.
