The rules of the House and of the committee invest that power in this subcommittee. During my brief tenure as chairman of this sub committee, I have learned more about the coinage than I ever thought possible. Maybe I would have changed the wording of that sentence a little bit, but nevertheless, several truths have become apparent. First, there has been a proliferation of coin proposals in the Con gress in recent years. Many of them, including the ones before us today, have great merit; others do not.
