La creación de un tribunal penal internacional con vocación de permanencia y universalidad, afianzado sobre el principio de complementariedad, impone una amplia gama de desafíos al derecho penal internacional, entre ellos la necesaria interacción y articulación entre los sistemas nacionales de justicia y el órgano de justicia internacional. Dicha interacción exige una implementación del tratado multilateral que crea y regula el organismo internacional, en los ordenamientos jurídicos estatales.
