The blue economy is a major driver of urban and regional development, creating millions of local jobs in water-dependent sectors such as fisheries, tourism, and shipping. However, it can also contribute to carbon emissions and ecosystem degradation, while its reliance on freshwater, coastal and marine ecosystems exposes it to the impacts of climate change. As the places where the blue economy takes place, creates value and provides jobs, cities and regions play a key role in unlocking the potential of a resilient blue economy that preserves the ecosystems that sustain it. Building on a global survey of 80+ cities, regions and basins, this report highlights the costs and benefits of the blue economy at subnational level, shedding light on the link between the blue economy and water security. This analysis provides an overview of the multi-level governance of the blue economy and related gaps. It calls on cities and regions to develop resilient, inclusive, sustainable and circular (RISC-proof) blue economies by establishing the right governance conditions related to policy making, policy coherence and policy implementation. The report concludes with a RISC Assessment Framework that offers a self-evaluation tool for subnational governments.

The blue economy, comprising coastal and marine resources, offers vast benefits for sub-Saharan Africa: of the 53 countries and territories in the region, 32 are coastal states; there are 13 million sq km of maritime zones; more than 90% of the region’s exports and imports come by sea; and the African Union hails the blue economy as the ‘new frontier of African renaissance’. Despite their importance, the region’s coastal and marine resources have been neither fully appreciated nor fully utilized. They are only now being recognized as being key to Africa’s potential prosperity. As the region grows, it has, in general, not taken adequate safeguards to protect these valuable resources. That is partly because some of the problems (pollution, for example) are regional and know no borders. All too often, short-term gains are made at the expense of the long term (overfishing, for example). This book provides, for the first time, a study of the constraints and opportunities the blue economy offers for sub-Saharan Africa. It includes an introduction and overview; sectoral analyses (including tourism, fisheries, mineral resources, culture, shipping and maritime safety); country case studies; and analyses of regional and international efforts towards better coastal zone and marine management.

Many nations around the world have established or are in the process of developing Blue Economy strategies so that marine management and economies can help achieve the UN Sustainable Development Goals. Interest in a Blue Economy has also been heightened through a strategic lens of post-COVID-19 economic recovery. The promise of a "Blue Economy" includes interests in delivering large-scale environmental protection alongside economic growth, revitalizing coastal communities, and development planning with coastal communities. Any national Blue Economy plan will need to occur alongside other national priorities and through national institutions and capacities. Learning from national cases can help inform the development of Blue Economy strategies and ocean-related sustainable development policies around the world. Marine sustainable development is a topic that has gained much attention given the multiple competing uses in marine spaces and transboundary issues of marine use, in addition to the emergence of new industries. While rich literature is being developed to help scope the Blue Economy broadly, there is a relative paucity of literature from the existing and emerging Blue Economy plans around the world. That is, there is much to learn from the early planning and implementation of Blue Economy strategies from specific countries and regions where broad theories and frameworks are tested and adapted. This Research Topic will catalyse greater attention to studying Blue Economy through the lens of national contexts. This Research Topic seeks input from Original Research, Methods, Policy and Practice Reviews, Perspectives, Community Case Studies, Policy Briefs, and Brief Research Reports, focusing on issues of Blue Economies from regions and nations with emerging or established Blue Economy plans and strategies. Research themes can be around: • Issues of development planning • Environmental impact assessment • Marine spatial planning and multi-criteria decision-making • Marine conservation • Coastal communities • Fisheries and aquaculture • Offshore energy • Marine tourism • Or other topics relevant to national and regional Blue Economy plans.
