An analysis of decision-making and command and control situations was conducted in order to (a) identify decision-making skills required to command and control ongoing combat situations and (b) determine relevant training procedures. Training objectives were developed for the demonstration model of the Combined Arms Tactical Training Simulator (CATTS). General-level terminal performance objectives in terms of actions, conditions, and standards were developed. Tests of the suitability of the demonstration model of CATTS as a training system were prepared. A literature review served as background for investigation of the production of fragmentary orders during the execution of tactical operation orders. Conclusions were: (a) Terminal performance objectives are an initial step of training development for the CATTS concept; (b) further training development is needed before training can be implemented in CATTS; (c) the developed model for the production of combat fragmentary orders has potential applicability to a range of combat situations; (d) the model can provide a basis for improving the effectiveness of the production of fragmentary orders.
