A certificate of acknowledgment or proof, made within the State, by a Commissioner of Deeds, Justice of the Peace, or, except as otherwise provided by law, by a Notary Public (see Notary Public) does not entitle the conveyance to be read in evidence or recorded, except within the county where the officer resides at the time of making such certificate, unless authenticated by a certificate of the Clerk of the same county.
